Vice Chancellor

  • has ultimate accountability for health, safety and welfare and sets policy

Pro Vice Chancellor, Resources

  • is responsible for health, safety and welfare strategy and chairs the Health & Safety Management Committee

Health and Safety department

  • is responsible for the design and development of the management system including emergency response planning
  • ensures the management system is being implemented and meets statutory requirements
  • compiles and maintains the health, safety and welfare handbook
  • provides competent advice and analysis of performance on health, safety, welfare, and environmental issues, fire precautions and emergency planning
  • has the authority to stop activities that they assess place people in imminent danger of serious harm
  • maintains records of all recorded accidents and other unplanned events, and monitors and reports trends across the university
  • maintains links with enforcement agencies and emergency services

The Corporate Management Team

  • reviews performance and agrees strategic objectives and resources at least annually
  • ensures that risks arising from corporate initiatives are assessed and controlled

Members of the Corporate Management Team and Corporate Managers

  • lead by example
  • put in place effective management structures to achieve policy and standards
  • set operational targets and plans of action to achieve strategic objectives, policy and standards
  • set targets for individuals reporting directly to them and agree level of accountability and appropriate support
  • review performance and attainment of targets on at least a quarterly basis
  • ensure that there is effective control of significant risks where the level of control lies outside the authority of specific heads of department
  • ensure that proposed changes to operations are risk assessed before implementation
  • ensure that all requests to modify the fabric of buildings are passed to the Head of Facilities and Estates to design and progress
  • ensure that arrangements with other organisations address significant foreseeable health and safety risks
  • ensure that purchasing procedures are effective at ensuring that suppliers of materials, equipment or services are competent and apply appropriate health and safety precautions, are provided with all necessary information, and that people are not put at risk from purchased materials, equipment or services
  • establish a local forum at which staff can be consulted on health, safety and welfare issues

Heads of Department

  • lead by example
  • ensure that staff, students, visitors, and anyone carrying out work on behalf of the university such as contractors and visiting lecturers are given information on any risks that they face and on the necessary preventative and protective control measures
  • ensure that activities with significant risks are assessed and effectively controlled
  • develop and implement plans to reduce risk and achieve operational targets
  • set targets for individuals reporting directly to them and agree level of accountability and appropriate support
  • ensure that their staff receive training as identified by risk assessment and that all staff on joining their department have received induction training
  • ensure that all areas are formally inspected once a term
  • monitor accidents and other unplanned events and ensure that appropriate effective measures are taken to prevent recurrence
  • review with staff on a monthly basis performance, attainment of targets, the effectiveness of risk controls, and issues raised by staff
  • inform their corporate manager about any significant risks which they cannot resolve

Staff who manage or supervise people, classes, activities or areas

  • ensure the effective implementation of policy, standards and procedures
  • ensure that risk assessments have been carried out, appropriate controls are in place, and the findings of the assessments have been communicated to those affected by them
  • ensure that people working on behalf of the university have the personal capabilities, competence, and adequate information, instruction, training and supervision to undertake the activities
  • supervise and monitor activity taking account of the level of competence of those performing the activity
  • investigate unplanned events and take appropriate corrective and preventative action
  • address health and safety performance and targets as part of staff reviews

University Secretary

  • ensures that the university holds appropriate statutory insurance and that the current Employers Liability certificate is displayed

Director of Human Resources

  • ensures that the statutory leaflet on health and safety is issued to all new staff on joining the university
  • ensures that candidates for employment are screened to ensure that they have the capability and competence to be able to fulfil the health and safety aspects of the role

Director of Facilities and Estates

  • ensures that all designs, building work, and updating of health and safety files on premises are carried out in line with university procedures and legislative requirements

Facilities Manager

  • ensures that there are appropriate security arrangements including the provision of a “Campus Watch” service

Manager, Human Resources

  • provides a portfolio of training for staff to meet corporate requirements
  • keeps training records

Staff and students

  • take reasonable care for the health and safety of themselves and other people who may be affected by what they do or fail to do
  • comply with policy, standards, procedures, guidance and instructions
  • co-operate with staff who supervise people, classes, activities and areas to enable them to carry out their responsibilities
  • make proper use of the health and safety facilities provided, and neither misuse nor interfere with anything provided in the interest of health, safety and welfare
  • report unplanned events, hazardous situations, unsafe or suspicious behaviours, and suspicious packages
  • inform their supervisor if they are concerned about their ability to carry out activities safely and without risk to health

Organisations and individuals carrying out work on behalf of the university (eg contractors and visiting lecturers)

  • take reasonable care for the health and safety of themselves and other people who may be affected by what they do or fail to do
  • comply with the university’s procedures with all specific instructions issued to them
  • follow instructions for responding to fires and fire alarms
  • report any suspicious behaviour or packages to reception
  • neither misuse nor interfere with anything provided in the interest of health, safety and welfare

Visitors and members of the public

  • take reasonable care for the health and safety of themselves and other people who may be affected by what they do or fail to do
  • follow instructions for responding to fires and fire alarms
  • report any suspicious behaviour or packages to their host or to reception
  • comply with all specific instructions issued to them by staff
  • neither misuse nor interfere with anything provided in the interest of health, safety and welfare
