Vice Chancellor
- has
ultimate accountability for health, safety and welfare and sets policy

- is
responsible for health, safety and welfare strategy and chairs the Health &
Safety Management Committee
Health and Safety department
- is
responsible for the design and development of the management system including
emergency response planning
- ensures
the management system is being implemented and meets statutory requirements
- compiles
and maintains the health, safety and welfare handbook
- provides
competent advice and analysis of performance on health, safety, welfare, and
environmental issues, fire precautions and emergency planning
- has
the authority to stop activities that they assess place people in imminent
danger of serious harm
- maintains
records of all recorded accidents and other unplanned events, and monitors and
reports trends across the university
- maintains
links with enforcement agencies and emergency services
The Corporate Management Team
- reviews
performance and agrees strategic objectives and resources at least annually
- ensures
that risks arising from corporate initiatives are assessed and controlled

safety precautions, are provided with all necessary information, and that
people are not put at risk from purchased materials, equipment or services

a local forum at which staff can be consulted on health, safety and welfare
issues

that staff, students, visitors, and anyone carrying out work on behalf of the
university such as contractors and visiting lecturers are given information on
any risks that they face and on the necessary preventative and protective
control measures

that activities with significant risks are assessed and effectively controlled

and implement plans to reduce risk and achieve operational targets
- set
targets for individuals reporting directly to them and agree level of
accountability and appropriate support

that their staff receive training as identified by risk assessment and that all
staff on joining their department have received induction training
- ensure
that all areas are formally inspected once a term

accidents and other unplanned events and ensure that appropriate effective
measures are taken to prevent recurrence
- review
with staff on a monthly basis performance, attainment of targets, the
effectiveness of risk controls, and issues raised by staff
- inform
their corporate manager about any significant risks which they cannot resolve

that the statutory leaflet on health and safety is issued to all new staff on
joining the university

that candidates for employment are screened to ensure that they have the
capability and competence to be able to fulfil the health and safety aspects of
the role
Director of Facilities and Estates
- ensures
that all designs, building work, and updating of health and safety files on
premises are carried out in line with university procedures and legislative
requirements
Facilities Manager
- ensures
that there are appropriate security arrangements including the provision of a
“Campus Watch” service
Manager, Human Resources
- provides
a portfolio of training for staff to meet corporate requirements
- keeps
training records
Staff and students
- take
reasonable care for the health and safety of themselves and other people who
may be affected by what they do or fail to do
- comply
with policy, standards, procedures, guidance and instructions
- co-operate
with staff who supervise people, classes, activities and areas to enable them
to carry out their responsibilities
- make
proper use of the health and safety facilities provided, and neither misuse nor
interfere with anything provided in the interest of health, safety and welfare
- report
unplanned events, hazardous situations, unsafe or suspicious behaviours, and
suspicious packages
- inform their supervisor if they are concerned about their ability to
carry out activities safely and without risk to health
Organisations and
individuals carrying out work on behalf of the university (eg contractors and
visiting lecturers)

reasonable care for the health and safety of themselves and other people who
may be affected by what they do or fail to do
- comply with the university’s procedures with all specific instructions
