3.3 Performance reviews
Policy
The
University requires that its performance on health, safety and welfare is
effectively measured and reviewed to ensure compliance with legislation and best
practice
Responsibilities
- The CMT/VCMG
will carry out a strategic review of performance and agree strategic objectives
for health, safety and welfare for the university at least annually as part of
the university’s planning process. These
objectives will be assigned to specific corporate managers or heads of
department as appropriate.
- Corporate
managers will set operational targets and implementation plans for their areas
in line with strategic objectives and operational risk. They will review the plan and attainment of
these targets on at least a quarterly basis. They must use the planning and staff review processes to set targets,
levels of accountability, and appropriate support for individuals.
- Heads of
departments are responsible for regularly reviewing safety performance and the
effectiveness of risk controls with their staff. They will raise issues they cannot resolve at
department level with their corporate manager. Their reviews should focus on high risk activities, must take place at
least monthly, give staff the opportunity to raise issues and contribute to
improvements, and result in action plans.
- Members of staff
who carry out staff reviews will address health and safety performance and
targets as part of each individual’s staff review.
Guidance

over the past year
- resource issues
highlighted by corporate managers
Reviews by corporate manager
should address:
- outstanding
actions
- issues
inhibiting progress towards key objectives
- compliance with
corporate standards and procedures including progress on risk assessments and
health and safety inspections
- trends in their
accident and incident statistics
- cross-department
issues arising from risk assessments, health and safety inspections, and
accident investigations
- the introduction
of new initiatives
- issues raised by
Heads of Department
- issues raised by
staff and students
Reviews by head of
department should address:
- departmental
plans and objectives including completion of risk assessments and health and
safety inspections
- outstanding
actions
- recent accidents
and incidents
- the finding and
actions arising from risk assessments, health and safety inspections, and
accidents investigations
- the
effectiveness of risk control measures
- the introduction
of new initiatives
- communication
with staff
- interaction with
people outside the department
- training needs
- maintenance of
records
- any factors inhibiting achievement of departmental
objectives and outstanding actions
