Maria Chiara Noto

Maria Chiara is a research fellow in International Law at the University of Parma, Italy. Her research project concerns “The extraterritorial application of international human right obligations”. She is a qualified lawyer, admitted in 2012 to the Parma Bar. She works as legal adviser to the Italian Army providing assistance in International and Military Law.

In 2010 she obtained a PhD in International Law from the University of Milan, Italy. She defended her PhD thesis on "Piracy and Maritime Terrorism in International Law". Her PhD dissertation is currently under preparation for publication. In 2007 she achieved a Diplôme d'Université Tranfrontalier de Droit International Humanitaire at the University of Nice, France. In 2006 she holds a Law degree from the University of Parma.

Her current research and consultancy work focuses on counter-terrorism and anti-piracy measures at sea, human rights, humanitarian law and the protection of fundamental rights in the context of extraterritorial military operations. Her publications include several articles in international peer reviewed journals, especially on the Public International Law, Law of the Sea and Human Rights Law.
